This section holds the working opportunity queue for university collaboration. Right now it is mostly a prepared queue: scoped opportunity records with real next moves, but not yet assigned owners or active outreach unless an opportunity page explicitly says so.

Honesty Rules

Field or Signal	How To Read It	What It Does Not Mean
owner: unassigned	nobody has explicitly taken the lane yet	hidden ownership or implied accountability
stage: spotted	the lane is strong enough to keep in the queue	that outreach has already happened
next_step_due	internal target for the next shaping step	a promise from a named person
Contacted or beyond	use only after real external motion exists	shorthand for "we probably should reach out soon"

Opportunity States

State	Meaning	Allowed Reality
Prepared	scoped enough to stay in queue, but still internal	stage: spotted or to enrich, owner may be unassigned
In Motion	someone owns it and an external step has actually happened	contacted, in conversation, scoping, or piloting
Closed or Parked	intentionally paused, won, or dropped	won, lost, or parked

Queue Hygiene

• Do not create an opportunity page for every interesting name. Create it only when there is a specific ask, deliverable shape, or next move to define.
• Keep one clear next step on every queued record, even if the record is still unassigned.
• Leave owner: unassigned in place until someone actually takes the lane.
• Use maps to prioritize or de-prioritize a lane, but keep commitment logic inside the opportunity records.

Open Questions

• When the first owner is assigned, do we want a separate "in motion" view in addition to the prepared queue?
• Do we want a visible stale-opportunity section on the home page once external outreach starts?
• Should map pages later carry confidence and freshness markers once the ecosystem expands?
